VOCs (Volatile Organic Compounds) are chemicals that evaporate at room temperature and can contribute to air pollution and health issues. In spray paint, VOCs are the solvents that help the paint flow and dry.

Governments worldwide are tightening VOC limits. The EU's Solvent Emissions Directive, the US EPA's National VOC Emission Standards, and China's own increasingly strict regulations all target lower VOC content in aerosol products.

For importers, non-compliant products can be stopped at customs, fined, or banned from sale entirely. That's why VOC compliance isn't optional when sourcing from China — it's the first thing customs and regulators check.

Key VOC Regulations by Market

Different markets have different limits and testing requirements:

EU (REACH & CLP): Maximum VOC content varies by product category. Architectural coatings typically have stricter limits than industrial. REACH registration is required for chemicals above certain volumes. Your supplier should provide REACH compliance documentation and Safety Data Sheets (SDS).

US (EPA & CARB): CARB (California Air Resources Board) enforces the strictest VOC limits in North America — often lower than federal EPA standards. Products sold in California must meet CARB's aerosol coating limits. For other states, EPA's national standards apply.

UK: Post-Brexit, the UK operates its own VOC regulations under UK REACH, largely aligned with EU standards but requiring separate registration.

Australia & New Zealand: Follow similar frameworks to EU standards. VOC compliance documentation is required for customs clearance.

Middle East: Increasingly adopting EU-style chemical regulations. Saudi Arabia's SASO and UAE's ESMA both require VOC compliance documentation.

How to Verify Your Chinese Supplier's VOC Compliance

Don't take 'we're compliant' at face value. Here's what to ask for:

1. Third-party test reports: Request SGS, Intertek, or TÜV lab reports showing VOC content per product. Ensure the test method matches your target market's requirements.

2. SDS (Safety Data Sheet): Every compliant product should have an SDS in your language (English is standard). Section 9 (Physical and Chemical Properties) lists VOC content. Section 15 (Regulatory Information) lists applicable regulations.

3. Raw material sourcing: Ask your supplier whether their resins and solvents come from ISO-certified sources. Quality raw materials produce consistent VOC results.

4. Batch consistency: Request VOC test reports from at least 3 different production batches to confirm consistency — not just one sample.

5. Factory certifications: ISO 9001, ISO 14001 (environmental management), and any market-specific certifications like REACH or CARB registration.

Common VOC Compliance Mistakes Importers Make

Mistake 1: Assuming one formula fits all markets. VOC limits vary by country. A formula that's compliant in China may exceed EU limits and vice versa.

Mistake 2: Not checking 'lowest common denominator' regulations. If you're selling to multiple countries, CARB limits are typically the strictest — design your products to meet CARB and they'll pass everywhere.

Mistake 3: Forgetting that labels must match the test report. If your label says 'Low VOC' but the test report shows higher levels, that's false advertising and can trigger regulatory action.

Mistake 4: Relying on verbal promises. Get VOC compliance in writing — included in your OEM contract with specific limits and testing requirements.
